Talleyrand returned to Paris and immediately went to look for Fouché.

"Recently, how are things in Paris, my old chap, Minister of Police—oh no, Minister of Police."

Fouché: "They have drawn up a provisional constitution to replace the one from 1791. I've glanced at the draft, and it contains many provisions that limit the power of the military and the First Governor."

Talleyrand: "Really? I was about to say they are courting death... But our Mr. Frost is someone who sincerely wants a republic, so it's possible he might disregard this constitution."

"There is that possibility." Fouché shook his head, "Do you know what the most cunning part is? These clauses all conform to the views of Rousseau, Montesquieu, and Voltaire. If Frost opposes these clauses, it's akin to him slapping his own face."
