Water is the most common resource in Xiehe, and its cycle method has already been thoroughly explored by practitioners, but customary matters aren't necessarily simple.
Just like how Tang Luo uses his divine sight to separate the water vapors now, the effort he consumes isn't less than on land, and more importantly, merely completing the separation isn't yet an arduous task for him.
However, if only this step is done, then this task is equivalent to not having been done.
The vapors gather into clouds, those surging grandly to the Divine Palace, eventually becoming pouring rain pouring down, which is the cycle of nature.
