The purpose of drawing lots is to allocate assessment regions. If you're lucky, you'll get Europe, East Asia, and the Persian Gulf region. If you're unlucky... you'll get South America, North Africa, Siberia. Anyway, someone has to go, and drawing lots is the fairest method.
