Small countries had one clone each. Larger, richer nations like the Land of Fire had five. They would act as "competitors," giving the illusion of choice—and preventing the Daimyo from thinking someone was monopolizing trade.

I also created several hidden research bases across the world. Each had powerless clones to act as scientists, and one full-strength clone to collect experimental subjects.
Now, don't get me wrong—I won't only do human research. The experiments will cover everything: daily life items, weapons, and, of course, genetics.
Satisfied with my progress, I began the final task before returning to Konoha—knowledge gathering. I created more clones to infiltrate libraries and research centers across the world—just kill and replace the assistants or librarians and absorb all the knowledge this world has to offer.
Because let's be real—I may be a genius with my current IQ, but I don't know shit.
If I had the chance to return to Earth, I'd spend every moment studying modern science. But I can't. So I'll make do with this world's knowledge—and then surpass it.
With everything done, I now had thousands of clones roaming the Shinobi world. Without Six Eyes, it would've been difficult. But Rikugan greatly reduced chakra consumption. While it doesn't cut it down as absurdly as with cursed energy, it still reduces it significantly.
My guess? Cursed energy is a lower-tier power system—more imaginary, less substance and growth potential than chakra. So Six Eyes finds chakra harder to control.
But the enhancements from Hashirama's cells have boosted Rikugan's capacity. I believe that with the right methods, I can evolve the Six Eyes to rival the Rinnegan and Tenseigan—to make it the ultimate assist eye.
