Caesar tested ten more Devil Fruits in succession, yet most were disappointing. Only one showed promise, but even then, he wouldn't dare let his children consume it.

Among these, the Bone Bone Fruit had the highest combat potential. With proper development, it could be devastating in battle, though still far from Caesar's ultimate goals.

Rarity of Logia and Mythical Zoans

Caesar knew that Logia Fruits—like the Mera Mera no Mi (Fire) or Hie Hie no Mi (Ice)—were incredibly difficult to obtain. Even high-tier Zoans, particularly Mythical types, were rare finds.

Zoan – Dragonfly Fruit (Ancient Zoan: Meganeura Model): An ancient dragonfly-type Zoan that granted immense speed, endurance, and flight capabilities. The giant prehistoric dragonfly was hundreds of times larger than modern dragonflies, making this fruit a solid choice for aerial combat.

Zoan – Falcon Fruit (Tori Tori no Mi, Model: Falcon): Similar to Pell's fruit from Alabasta, it granted the power of flight and enhanced vision—ideal for scouting and quick strikes.

Zoan – Ocelot Fruit: A relatively fast and agile Zoan, though not particularly exceptional.

The Harsh Reality of Devil Fruit Hunting

Looking at the Devil Fruits he had painstakingly collected, Caesar couldn't help but feel disappointed. Among the 180 Fruits in his possession, the majority were trash—some nearly useless, like the Wheel Fruit that once appeared in the original canon.

A handful were passable. A few were decent.

But only one was truly top-tier.

The stronger the ability, the harder it was to control.

That's why he had only given Goro Goro no Mi (Thunder) to Carlos and Pika Pika no Mi (Light) to Lucas when they were older than three. Alice, on the other hand, was given the Angel Fruit early due to its defensive and healing properties.

"Yeah! There aren't any bad guys at all!" Bucky chimed in, eyes wide with excitement. "The people don't even seem worried about crime!"

While Bucky was making a big deal out of his discovery, Shanks was more focused on his meal.

"This meat is amazing! What kind of sea beast is this? I've never had anything like it!"

"Shanks! Do you only care about food?!" Bucky leapt onto the table, pointing at him in mock outrage.

Shanks wiped his mouth and shrugged. "Well, the food is really good."

The conversation soon turned serious.

"Besides, there are so many enforcers here," Shanks added. "And the king himself is a pirate. No one dares cause trouble in his territory."

Indeed, unlike other countries they had visited, the security here was highly organized. Every district had a police force that could respond immediately to any emergency.

Rayleigh, who had been quietly observing, finally spoke.

"Caesar's deterrence is strong. But more than that… the people admire him."

In other nations, even those with stable governments, there were always citizens who opposed their rulers. Here, however, such dissent was completely absent.

Everything—from law enforcement to urban planning—was leagues ahead of what they had seen elsewhere.

And that, more than anything, was what shocked them the most.
