Ordinary people lost patience quickly.
But the three large hot air balloons attracted onlookers.
After the townspeople, merchants carefully observed this new transportation method.
Many decided to build balloons themselves.
But checking their inventory, they found that Alistair's intelligence advantage had depleted their supplies.
To compete with Alistair, they'd have to cross the Grand Line to restock.
Could Alistair not have anticipated this?
He left no chance for the merchants; if they followed him to Skypiea, things would become complicated.
Skypiea wasn't a secret, but its contents were.
Everyone desired Skypiea's gold, but Alistair valued its unique resources.
The Shock, Slash, and Impact Shells could be lethal in the hands of an unarmed person; the Heat and Flame Shells stored heat; the Wind Shell stored wind energy—all incredibly useful.
Not to mention the propaganda tools: Sound Shells and Image Shells.
These created a mobile cinema.
Alistair could spread his ideology without writing books.
Books were useless in the One Piece world.
Though the Straw Hats were literate, the overall literacy rate was probably less than 1%, mostly among wealthy families, and few truly read.
Alistair had two plans: educate core members and send them to lead revolutions.
But this had problems.
First, cultivating leaders who understood his ideology and had the executive ability was difficult. If discovered by government spies, the loss would be immense. Should he release them, or keep them as revolutionary army leaders?
Second, strength.
He wanted both ideological maturity and physical strength—a contradiction.
Like professional athletes lacking academic skills, and students lacking athletic ability.
They lacked time—over ten hours of training, eight hours of rest, leaving little time for study.
Alistair faced the same issue.
Even with Robin's assistance and Van Augur, Lafitte, and the Spade Pirates, he lacked time. He had to filter information and make decisions.
He sometimes worked late, neglecting exercise.
It wasn't that he didn't want to be stronger; he couldn't!
He was the sole decision-maker; Robin could only handle paperwork and physical tasks.
He had only 24 hours; subtracting three hours for meals and sleep left thirteen hours.
After five days of non-stop work, Alistair sighed, wishing for a Clone-Clone Fruit.
He finally understood the difficulty of running a large organization.
