I start with creating a magnificent gate to dissuade any living mortal from entering with depictions of what I would think are horrifying monsters and demons depicted on the front of said gate. Apon entering the realm of the dead the recently dead are met with the river Styx in all her majesty, her soft blue glow accented by the surrounding white riverbed that if one looked closely will notice that each grain of sand are different oaths made apon the Styx with those under her waters being broken oaths that are instead black, I made sure that those under the age of 15 were exempt from the required payment to Chiron so no matter a child's situation they would find where they belong in the End.
I remade chirons boat (after asking because I'm not Zeus) to better handle any sudden influx of souls and to allow the man to set the boat on auto pilot if he wanted a vacation, I also created a path for the future messenger of the gods that bypasses the river completely. After that I started thinking on how I would judge souls when I remembered how much I liked the idea of Egyptian mythology's scales so I shamelessly ripped that idea off and implemented it in my own way.
Apon crossing the river Styx and the dead would arrive to a forested path they must follow, as the dead follow the path the other souls around them would fade (it's just a trick so the scales don't get crowded and there isn't any lines) and the mortal would arrive in a clearing in which the person would find a single mirror and scale on a table along with a comfortable looking chair.
When the soul arrives the mirror and sits at the mirror the reflection would change to show the person's life and a for each good deed the scale tips to the right and for every bad deed the scale tips to the left, depending of the scales judgement when the person's life is retold would show where the souls goes with the bad/evil people going to the fields of Asphodel to relive ever wrong doing they commited from the perspective of the victims for asking as it takes for said victims to forgive the souls.
The neutrally judged souls would be passed through the river Lethe and forget their passed life completely to be reborn again to try and make it to the fields of Elysium in their next life.
Those few souls judged good or pure (souls of children under ten and the unborn) are sent to Elysium to live in a perfect world without hunger or sickness or even (unwanted) fighting, it's really just another life where every need (and I do mean need not want) is met at the bare minimum like all base ingredients are materialised in shops (people can still open restaurants and similar shops but basic ingredients are free), there are libraties, schools and whole citys (ancient greek city's not modern) it's possible to learn new skills and master old skills without time limit and if a person finds they do not wish for this they are always allowed to take a dip in the river Lethe and be reborn.
I sigh as I finish the major changes to the underworld and stretch before bringing up my clip board and looking at whats next to see that I need an economy so I can start paying my employee's (read subordinates) for the ungodly (hehe) amount of work they do without help or recognition from anybody.
I start making coin ideas that I could use for a while until I settle on a basic idea of three types of coin, the first was the lowest denomination with a simple drachma type coin with the gates of Hades on one side and an image of my helm on the other. The middle denomination a jewelled drachma is a coin similar to the last but made entirely out of differing gems depending on where you get them.
For the highest denomination of coin a Cathonic coin I created a Stygian iron / celestial bronze alloy coin depicting a side profile of myself on one side and a bident on the other. Each coin is a 100th of the next so 100 drachma equals 1 jewelled drachma and 100 of those equal a single Cathonic coin.
Satisfied with them for now I move on to actually creating the economy by making small sacks filled with the owed coins depending on the intended recipient with a small note explaining the uses that the coins would have eventually and that they have now, all they can do now is request buying a small amount of land that becomes a sort of shared domain between me and the buyer allowing th owner to change the space as they please.
I start sending the coin sacks to the corresponding owner with each human in Elysium getting a base income of 1 jewelled drachma per fortnight and decide I can't really do anything else till more humans die and start filling up the cities to boost the economy, so I will move to the next thing on the list which is creating stuff until a new problem that needs my attention arises.
With a grin I stand from my throne and make my way outside to start 'creating' (read fucking around). When I push my massive front doors out the way and look over my revamped domain I admire how it's possible to see the fields of asphodel in the sky as I made it that the fields are inverted and projected in said sky.
With a skip in my step I move to my courtyard (paying the various servants and other minor gods moving about in my castle no mind) I reach a cleared section not being used and start my first project, some plants. See in the underworld natural plants don't grow (other than the asphodel flower and pomegranates) unless reinforced by divinity or other external help, I managed to get around this when making my entrance path by asking Styx to shunt excess energy to a aquifer like pool that the trees are connected to.
I started with a collection of simple-ish flowers each one associated and connected to each river in my realm (after asking because again I'm not Zeus) for the river Styx I created a white gold flower with a blue green stem that carries oaths that have been upheld until the holders death that I named oathbloom. For Lethe I created a yellow bluebell variant that when swaying in the breeze can be heard telling the stories of those touched by the rivers waters, I called these bluebells the lethean chime.
The river phlegethon was harder to come up with a flower for so I opted for a lotus that floats apon her waters absorbing her flaming waters called brightbloom that can be used to literally burn the poison out of somebody without harming the person if made into a medicine. The river Acheron was a tricky one to make as I wanted for her flower to be able to help as having a domain only associated with pain and woe can effect how a deity acts so I used her waters to make a toxic green poppy that when crushed and mixed with the lethean chime can create an incredibly powerful painkiller (or if mixed in just the right way it becomes a drug that would put dionysus on his ass when hes finally born), I named the flower the Aching Acheron.
Now for Cocytus I already decided I wanted to make a sister flower to the brightbloom so I designed a rose made to absorb the frozen waters of the river of sorrows named Arctic Rose that could freeze anything it touched (I really made this to create fridges and freezers without just forcing them into existence).
