Chapter 18 - Decree of Fire and Blood

The sun didn't rise gently over the capital that day.

It broke—bleeding light through ash-colored clouds, bathing the palace in a crimson hue. A bad omen, the priests whispered. A day when truth would burn through silk lies.

And the Queen? She stood at the center of it all, dressed in mourning black.

Before her, nobles gathered in the Hall of Flames, their jeweled finery glinting under enchanted lanterns. The marble floor bore a new engraving—a phoenix rising from fire—commissioned just days ago.

The Queen's voice echoed like steel through the silence.

> "The kingdom is in danger—not from foreign invaders, nor from famine, nor plague. But from treachery within our own bloodline."

Gasps. Shuffling. Fear.

She raised a gloved hand.

> "Seventeen years ago, I bore two daughters. One of them… survived."

Now the murmurs exploded.

Some nobles clutched their hearts. Others exchanged alarmed glances. The Crown Prince, standing by a pillar, went perfectly still.

> "This child was marked by flame. A prophecy declared her a curse. For the sake of the realm, I was forced to… surrender her."

The Queen let the silence simmer.

Then she drew a scroll from her sleeve and unraveled it.

> "I now offer a royal pardon and title to any citizen who delivers her—alive—to the palace. From this day forward, she is no longer a ghost. She is a named enemy of the Crown: Liliana of Flame."

At Blackspire, the decree arrived by raven—sealed in red wax, cracked by Kaelrith's blade. He handed the scroll to Seraphina without a word.

She read it once. Then again. Her jaw tightened.

"She just painted a target on a child's back."

"She just declared war," Kaelrith said.

They found Liliana in the north tower library, curled up beside a pile of spellbooks and stuffed animals. She looked up as they entered, and Seraphina saw it instantly: the storm was already inside her.

Liliana had felt it—through whispers, through her fire.

"They're coming for me," she said softly.

"Yes," Seraphina replied. "But we'll be ready."

Objective: Begin Liliana's magical training in earnest

Required Outcome: Ignite her first full fire spell without backlash

Location: Fireward Arena – Blackspire's hidden training chamber

---

The Fireward Arena hadn't been opened in decades. Carved into the heart of Blackspire mountain, it pulsed with dormant magic, walls etched with runes that absorbed flame and protected the stone from destruction.

Seraphina stood with Liliana in the center.

Kaelrith watched from the edge, blade drawn, ready in case things went wrong.

Seraphina crouched before the girl, holding her by the shoulders.

"Focus on what you love," she said. "Not what you fear."

"But I'm afraid of what's inside me."

"That's good," Seraphina whispered. "Because people who aren't afraid of power become monsters."

Liliana closed her eyes.

And the world… changed.

---

At first, there was only warmth—gentle, like candlelight. Then heat surged up from her feet, through her spine, blooming behind her eyelids. Her veins glowed orange beneath her skin. Her breath turned to steam.

She opened her eyes.

And fire erupted.

Flames burst from her palms in swirling spirals, engulfing the air with gold and crimson. The walls shuddered. Runes flared to life. Kaelrith shielded his face as wind howled around them.

But Seraphina didn't flinch.

She stepped forward, through the fire, her cloak catching sparks.

She reached for the girl—and wrapped her arms around her.

> "You're not alone. I'm right here."

Liliana screamed—but not in pain. In release.

The fire pulsed once more, then folded into a perfect ring around them both. A phoenix of flame flared above her head and vanished.

Liliana collapsed into Seraphina's arms, crying.

"I didn't mean to…"

"You did exactly what you were supposed to," Seraphina said, holding her close. "You survived."

That night, Kaelrith stood watch over the tower. He hadn't slept in days. Not since the Queen's decree. Not since Seraphina had started preparing contingencies.

He found her in the war room, standing over a map of the realm, pins and string charting every mountain pass and hidden trail.

She didn't look up as he entered.

"You're not just protecting her anymore," he said.

"No," Seraphina replied. "I'm preparing to crown her."

He studied her.

"You think the people will follow a child?"

"She's not a child. She's the last fire heir. Born of prophecy. Hidden by betrayal. And now… they've made her a symbol."

"And you?"

She met his eyes.

"I'm the villain who raised a queen."

Far away, in the shadows of the royal palace, Prince Caelan sat on the edge of his bed, the Queen's decree clenched in his fist. His expression was unreadable.

He thought of the masked woman from the ball.

The one who'd danced like flame.

His instincts screamed it had been her—Seraphina. The so-called villainess. The exiled noble with secrets in her eyes.

And now, she had a child. A girl of fire. Hidden from the Queen.

He stood, his mind racing.

> "If Liliana is the heir… and Seraphina is her shield…"

Then what was he?

He reached for his sword.

"I need to find them before the Queen does."
